Well the ST-R is an entirely different monster... listed as the same hp/tq but it also weighs 550lbs less...not to mention all the race goodies built in. I'd imagine its stock hp numbers have more to do with different class restrictions and keeping it a turn-key racer (no idea but thats my guess)

Maybe Shelby is trying to tell us something about the durability of the rest of the Focus ST drive-train under more power and torque? After all the racing only Focus ST-R has the same horsepower as a Focus ST.
As with the Focus ST, the ST-R will make 250 hp, but it also gets a roll cage, upgraded brakes and suspension and Ford has taken steps – such as removing the carpet – to hold down on weight.
