This is the problem I have. I would think if the ECU decides to go into some sort of limp mode, there should be some sort of "Note" in the form of a historic code.

How to replicate - go 40mph or so, shut the car off while in motion, and dump the clutch with the key in ON/RUN to restart the engine. Car will be in limp-home mode with no warning lights on the dash. As soon as you turn traction control off, operation/power returns to normal. You can turn traction control back on if you like, but I keep it off.
My 2012 Ford Focus SE Sport Manual (55k miles) experienced the loss of power on the freeway the other week, and didn't return to normal until after shutoff. It did feel a lot like traction control was limiting power to the wheels, so the first thing I tried while driving was turning off traction control, but it had no effect.

Car is currently at the dealership with a $170 diagnostic charge and they said if they can't replicate it or don't get any codes, they won't do anything for me. I'll keep my fingers crossed.

I told them to check out these TSBs
TSB 15-0036 / 14-0215 Wiring Harness
TSB 15-0009 PCM/TCM Update

JessyMan I had the same thing happened to me in my 2012 SE 5spd. I was driving around 65mph, and I don't have cruise control so that wasn't involved. Was going uphill with some throttle and then my car started loosing speed fast, and wasn't reacting to any downshifts or extra throttle. Dropped down to about 55mph before i crested the hill. I got over to the shoulder and shut my car off, it started up fine and has run great since. The car was at about 17k miles. My guess with just basic robotic troubleshooting, is that a sensor threw some information that was bad and threw off the fuel system. I talked to my dealership about it, and they investigated at my next check up, but there weren't any codes thrown.

Blue Walrus Dealership ultimately found 3 wires within the engine harness near the intake manifold broken. Repaired the wiring, reset the controller and it actually runs better than new, kinda torquey actually! Even the clutch take up feels different, computer is probably getting a better signal to and from the TAC now. No charge.

As soon as I turn the Key to ON the dash display indicates ENGINE FAULT, SERVICE NOW. Crank no Fire, same codes, plus one pointing to corrupt controller software, to the dealer it goes...

Tell them to check the wiring harness via TSB 14-0215
