My take is that dealers may not have a person dedicated to transmissions only, so that they keep up with specifics of troubles and fixes.
The dealer I went to has a guy who only deals with transmissions, thus he was probably up on the problem, knew exactly where to look/check, and the proper fix.
I also think it is how the tech implements the 'fix', did they replace the clutch pack or remove/clean/replace.
This is probably on a dealer to dealer basis, I have dealt with a couple 'bad' dealers over the years, and when I moved my favorite dealer was just too far to travel to and I had to pick a new dealer, think I got a good one.

When did TSB 14-0197 get released? What does it address ? Is it a new ECM upload/update?

I'm not a technician, so I'm unable to discuss TSB's. And by virtue of working via internet, even if I was a trained tech, I couldn't diagnose vehicles without being hands on - thus would be unable to determine what the best fix or possible TSB's would be. TSB's are assigned by VIN, but that doesn't mean the symptoms experienced are exactly the same as described in the TSB which may be solved through a different repair. These are all things the techs can determine via diagnostics, but I cannot. I also do not have access to workshop manuals.
