A bit far but definitely a beach that hasn't been tampered with by tourists.

YellerZX3 Inks Lake SP. Might not be a beach in the sense that she wants but the overlook at Devil's Water Hole is great.
I can see a nice morning walk.

FocusFreak09 Kemah boardwalk is a good place. That's where my brother in law proposed to my sister but on a ride lol. That's really the only nice place to do something like that except for it being cold and by the water. Congrats though

deezx5 Galveston, Port A/Mustang Island, and South Padre are really the only beaches I can think of. Lots of lakes within a shorter drive if you want to be on the water. The poor mans option would be camping by the lake and a sunrise proposal.
