I was having the EXACT problem the OP described. I changed everything; fuel filter, spark plugs, PCV valve and line, EGR, IAC....everything.
Turns out, there is an extra vacuum port on the intake manifold that has a cap on it that had burnt up creating a massive vacuum leak. A trip to Autozone and $3 later and the problem was gone. On the upside though, this car has never run as smoothly as it does right now since I bought it.
I found it using the propane method, take a propane torch and open the valve slightly then run it along all of your vacuum lines, once the engine begins to idle up you found your leak.
This is on a 2.0 DOHC btw.

|Jevik||Thank you so much! After struggling with a p0171 and rough idle and bad misfiring in wet weather, this helped me pin down the problem to the pcv hose.|

|amc49||Hey, when that's all they make what're you gonna do??? If me you make up the whole thing out of conventional bulk hose so at least when it fails again you can replace it at 1/4 the normal cost. I no longer use the steel tube in the middle, rather custom bent/cut steel brake line and short adapter pieces of hose on the ends.|

|evilmonkeytamer||im having a horrible miss in my engine. replaced the plugs, wires, and coil. took the injectors off and checked them and they were all spraying good. any more ideas? the car only has 80,000 miles. 2000 model split port 2.0|

Yes. It's called a PCV hose. Do not ask for a crankcase ventilation hose. You'll get the wrong one. I went through a hassle with rockauto because they had it listed in the wrong category and I got stiffed with the wrong one. You want this.
It's the newer version. It's mounted under the plastic intake manifold on the back of a Zetec. They wear out and collapse, or just split altogether. Do a search and you'll see plenty of pics. https://www.google.com/search?num=10....1.Gp0CtY_4Hhc

Ive got a 01 with ztec 259648 miles same idle il be fixing but first battery causea weak batt willcause alot of problems shuttin stuff off. I will be lookin for leak as well thanks for yhis helpfull thread
