The brakes applied to the drive wheels will stop a lot harder than the engine will. Engine braking is to ease up on your brakes. It IS useful on long, steep grades (like coming down a mountain), to keep your brakes from overheating and/or rotors from warping. If you select the right gear you should be able to maintain a more/less constant speed with minimal throttle inputs and no brake while going down a steep grade.
And control - it's about control too.

Although, my friend has a 2008 Charger and when he slams on his brakes, the car shifts up to slow it down even faster. I figured that out after I changed his rotors and pads and I was test driving it. I thought, "What the heck did I do wrong?" Until I looked it up and figured it out.

I thought it was pretty cool...

So you have select shift, and are manually in 6th gear in CC? If so there is no way for the computer to shift the car since you've placed it there (unless rpms go way too low)

The point of cruise control is to keep a consistent speed... Without being able to use the brakes, how else is cruise going to maintain that speed other than engine braking?

That's a lawsuit just waiting to happen.

Person sets their cruise at 50, car speeds up to 60 and they have an accident. You know they're going to be blaming Ford, saying if the car had stayed at the 50 they had set, the accident would not have happened. Ditto for speeding tickets.

I'd love this feature too! But you're right... we need open source so that it's a customizable setting. haha

all i know is that in D (6 gear engaged) at 65+ mph going down a grade on an interstate with CC on the engine will rev strongly as if it's braking the car. The selected speed via CC will not allow the car to deviate more than one or two mph above that... (my old focus under same conditions on same road would speed up some 10 15 mph more than CC selected speed w/o revving the engine) Dealer tells me this is normal operation of CC with this tranny.
