Did the installation shop take apart the retractor area? If they did, they may not have assembled it correctly.

Get a dealer to fix it and have the stereo shop pay or take the bill to small claims.

I'm not sure if this is what's happening, but this used to happen to my Mustang at times and this always helped.

What it would do, is a piece of the belt would somehow fold itself in half, and jam up the retractor. All I'd do is pull the belt as far out as it goes, and carefully feed it back into the "housing" by hand, slowly, until it was completely back in its normal retracted position. Then when I'd pull it out (like to buckle up) it'd retract like it's supposed to. Is that what you've tried doing already?
