2000 focus LX

Hi,

I bought a 2000 focus LX sedan, everything was fine for the first 100 miles but I then turned the car off and the button wouldnt depress to take it out of park (brake stop switch not getting power--verified). So here is what I have done so far.

1. checked the fuse (under the dash #54--Brake Lamps) Not blown, but No power to it even when the key is on

2. checked the fuse (under the hood #64--heater blower motor) Not blown, but No power to it even with key on.

in the process I found that the windshield wipers and the blower fan does not work either. (that's all I know of so far not working)

I made a jumper wire and jumped fuse #18 to feed fuse #64 to test. While this is done everything seems to work, but while checking it with the jumper installed the Emissions warning light came on.

I don't want to leave the jumper on it, could there be a relay or something that feeds the power to fuse #64? the fuse I jumped from is only powered while the key is on, so fuse#15 under the dash only has power when the key is on, and acoording to my wiring diagram it is suppose to have power all the time, but when I jump from a fuse with constant power, the blower motor will work even with the key off (and it isnt suppose too). Any ideas on what I should check next?
