Yes a simple hair dryer can burn the paint. It doesn't take as much heat as you think to damage it. Just look at the paint of many cars in the deep south. Granted this is a 'repetitive stress' issue, the amount of heat is still minimal.
What I'm finding is that hair dryers typically run 140*F. But some can get upwards of 200*F.
I don't know of many places on Earth that get that hot.

So yes. It's very possible to burn automotive paint with a hair dryer.
