How to make vinyl overlays?

I'm sure this isn't very difficult but I've never done anything like this. How do you go about making a vinyl overlay for say the fog lights or the signals on the mirror or something? I know you can buy precut ones but I'd like to do some myself and they don't make them for some of the things I want. Where is the best place to get materials? Appreciate any help I can get.

I'd check Amazon. They have some good 3M type vinyl film for a lot of applications. I've been looking at some of the carbon fiber look and metallic grey to overlay some interior and exterior areas for accents. I think I saw clear and semi-reflective too, which might work for your idea.
