Emissions Question

General car question, not focus related.

Hey everyone, I hope someone can help me (and my friend) so in the part of Ohio I'm in we don't have any emissions testing so my header and tune are fine. I have a buddy who is thinking of buying a header for his car and getting tuned etc. So the question at hand..

If you just have the OBDII emissions testing and that's it, can you pass with no cats if your tune has the 02 sensors off and no CEL? Again just the OBDII self test, I have a feeling with the sniffer it would fail.. Thanks.

That's how some people I know are, and I know you can always in some places slip a few bucks to the e-check guy and woah your supercharged catless straight piped v8 passed! I'm just not exactly sure what the obd tested reads on the ecu..

One of the sensors shows the condition of cat, all they have to do is look for it and the reading. As well, you could fail the visual section of the test, many states say for inspector to do a visual on it for like cat missing. Meaning at least the cat case needs to be there.

If they only sloppily look for an overall pass from OBD then you might slip through. But here they root around inside it looking at various sensor outputs. Missing any and a fail.

As well, here the few bucks passed to an inspector gets him a $10,000 fine if caught, they are terrified of that. The states regularly sends out guys testing inspectors for that as fake customers. While rarely done you could be looking at that too as it is a violation of federal not state law for YOU to do that. Just sayin'.

Here at least once I know of they beat car owners over the head with that to make them talk about who was passing cars with known emissions issues. The car dealership got fined $10 grand for every cat a later investigation found in their dumpster. All started by a state highway patrolman who showed up at an accident first to then notice an inspection sticker was present but NOT firmly attached to the car, that alone is a violation here. So, things going just wrong and you can be in the soup, so to speak.

Don't bother with a sniffer, it will catch that. The HC and NOx both will give you away.

On the Site I've heard of areas that allow a certain number of issues and still pass them (like incomplete or N/A on an item needed).

Most OBD checks require no CEL/codes, it's the secondary part of how close they look at it beyond that which varies.

jersey test by the obd for codes or the MIL being on for anything plus they slide a mirror under to look for the cats.
personally I had a car with the mil on for a trans issue and still failed. told them it is a trans solenoid issue they didn't care "the mil lights on we don't plug in and test you auto fail"

X2, here in Texas MIL on and instant fail. They do allow 2 OBD readiness things to not be set yet though. I generally prefer to work that down to one though, they don't look at you so much with slitted eyes that way.

They did write a quirk in a couple years ago that allows them to turn a car down just because they don't 'feel right' about it. I had hell passing a horn due to airbags blown (they didn't care about those, here they are not necessary) but the horn then not being marked because the outer cover had ripped due to airbag firing, well, I had a young man so anally retentive over not having the word 'horn' present; he turned the car down even though horn still worked 100% as OEM. I messed with him a couple times until his boss called and he complained and then the boss jumped all over him as state regulations only said the horn must be present and work. No mention of it being clearly labeled at all.

Needless to say that young man pretty much hated my guts.

jersey will even fail if they find the readiness code isn't set, grabbing people who clear the codes right before they go in,
many car owners think they can pull a fast one off, not so any more,
but one thing that tic's me off is we have NO safety check for years now, and now or worthless governor started the BS of if it's not OBD 2 and older then 1996 there is no inspection at all meaning we have thousands of cars running around the would totally fail any emissions or safety check

NYS actually patches in to a State computer system for the check & check of bar coded reg./issuance of bar coded inspection sticker.

Operator hooks the official computer up to the OBD port & scans reg./sticker when prompted.

Unpaid child support is even a reason to deny an inspection. They use it to "catch" anyone in the system as a scofflaw.

Ball joints & headlight alignment are off the table now as a requirement, but safety checks still average pretty strict.

Used to fail a fair number of Cycles for leaking fork seals. "But my pads aren't worn out" was the usual response. Sorry, oil covered brakes that don't do anything I'm not going to pass was all I could say.

Always wondered what car drivers would think about random checkpoints for inspection like Trucks have to pass.

We have state computerized inspection and now license and inspection are combined with one sticker only. So, double the bill when due.

You can take our governor too and place him in the same sack you're throwing in the trash. In fact, our top 3 are utter morons and two of them have proved it in the last week. LG said the people out on protest when the police shootings happened 'weren't entitled to police protection', last time I checked we ALL pay taxes to get that. He also railed against the bathroom laws as illegal, but being that high up why doesn't he do something about it other than run his stupid mouth???? Our attorney general is the laughing stock of all the states, in very deep right now as to criminal charges of not reporting contributions and gifts of company stock to IRS and others, how can you be a serious top dog lawyer like that? He's so broke he has to ask his political friends to fund his legal fees. Texas loves the guys who talk a sweet fast 'R' line and preferably with Tea, the people here are so gullible it's beyond belief. The AG gave a police shooting speech so devoid of even basic emotion it sounded like it was taped, in 3 different tapings he even used the same words and phrases over and over, I thought I was watching the Stepford Politician, ergo, robot. Roll the audio of that speech, Ed...................as my brain refuses to even work.

Occasionally the DPS black-and-whites set up rolling equipment checks like that truck thing, they roll mirrors under cars checking for cats too. They also have laser equipped vans that scan the tailpipe for emissions when you pass the parked van and run you down for ticket if they get a positive when say you enter a freeway ramp. Not common though.
