2001 ZTS 2.0 ztech Engine issues

2001 ford focus ZTS 2.0 ztech DOHC 150K M/T

I am having a weird issues, I hope some one can help.
The problem I'm having is right after I fill the car up, pretty much anything over 3/4 tank of gas give me the same results. The car will run fine till im at a steady RPM for 1 to 2 mins . The car with loose all power and start bucking I will have to press the clutch and rev the engine to make it stop. after the bucking stops and power is back, the smell of gas in the cabin is so bad you have to roll the windows down, If i am below 3/4 tank this never happens and the car runs good except for a slight hesitation ( I'm still trying the find this issues as well )
No check engine light but I do have 2 pending codes , P0420 and p0442

Parts that have been replaced, Fuel pump and filter, coil, plugs, plugs wires, Evap purge canister, PVC valve , gas tank seal , valve cover gasket (leaking on old plugs) water pump,clutch and slave cylinder, all this was replaced last week

Any help would be great
