Fuel Guage Erratic when I fill tank

2012 Ford Focus SEL Hatchback: This happens only when the tank is full. After I fill up the gas guage needle is on full. As I begin driving the gas guage needle will drop to empty and the gas guage light will illuminate and the alarm will chime. Also the mileage says 0 miles to empty. It will sit on empty sometimes 2-3 seconds sometimes 20 seconds then will return to full. It will happen again 20 seconds to 5 minutes later. I drive home for an hour after work and it does it about 10-20 times. The next time I start the car if the fuel is no longer completely full it will not do it anymore. Seems to only happen when the car is first filled up. This has been going on for over a year now. No one seems to know why. Now today my check engine light comes on. I take it to have it diagnosed and it comes back that there is a poor electrical connection at the fuel level sending unit--Failed fuel level sending unit. Also, I have the capless fuel system and my filler neck flap does not lock or seal into place. The flap just opens and closes with my finger (which I believe it's suppose to only open when the nozzle from the gas pump or the nozzle they provided when I purchased the vehicle is inserted) My question is: Is the fuel sending unit causing the erratic guage or is that being caused by the filler neck flap not sealing and maybe loosing pressure? It seems I am going to have to change the fuel pump with sending unit as well as the fuel filler neck. (I have a video of the issue and wish it would let me upload the video)

Is your Focus currently at the dealer? Please let me know what the status is, along with your mileage, and I'll look into this.
