No interior lights, no power mirrors

I've seen many posts on this but not a solution that fits me. Most seem to point directly to fuse issue. I have checked both fuse 35 and 36 and they are ok. I checked power leaving the fuses. 36 is around 14v and 35 is nearly nothing, less than 500millivolts. I noticed they were out one day and they flickered on a couple of times while I was driving. Makes me think there's a bad connection somewhere but the fact that I'm not seeing any voltage at the fuse makes me think it's something else. The battery saver relay is after the fuse if I'm not mistaken, and that checks out anyway. Where would I check for power before the fuse 35?

This might be a long shot but... do you have an aftermarket radio?

The reason I ask this is because in my aunt's Nissan Sentra, there was a wire for the radio harness that had something to do with ALL the interior lights including the dash, and none of them worked after they installed her radio.

Are you sure fuse 36 is good? If yes, then...

Those two fuses (and several others) share a common power (like a bus bar) inside the central junction (fuse) box. Check again, pull out fuse 35 and test that there is voltage on ONE SIDE of the fuse socket. If there is no power on either side of the socket for fuse 35, you have a fault inside the fuse box.

First I have a stock radio

Maybe I'm doing it wrong, and forgive my ignorance I'm pretty new to this, but I tested the power at the fuses by connecting both the fuse terminal to my multimeter to get my reading. How would I test one side? Find an alternate ground?

Whoops! No, not like that!

Place the black meter test lead on the car battery negative terminal. Then use the red meter test lead to find power (voltage).

Metal framework by the interior panel should be a good ground for there, battery is perfect for the engine compartment panel.

Need good contact for either, scratch with probe tip for a fresh surface contact rather than just touching.
