2001 Focus SE Fuel Pump Issue

Over the past two months I have been experiencing long starts and an extreme loss of power as well as hesitation and stuttering. I have done a bit of research and concluded that my issue may be with my fuel pump. But i have a few questions that maybe could be answered. First a list of things that i have done to get to where i am with the vehicle now.
1) Plugs and wires replacement
2) Left motor mount and right motor mount replacement
3) egr tube replacement
4) pcv valve replacement
5) fuel filter replacement
6) recent oil change with full synthetic

This is everything that i have done to the vehicle thus far some of which in my opinion directly related to my issue all of which i have done myself. When i replaced the fuel filter i noticed that the filter wasnt letting much fuel out and what was coming out was black. Now to the issue of the fuel pump itself. I assume since i don't have an engine light on and when i hooked up my obd scanner i didn't get any codes that there are no issues with the engine portion of the vehicle that relates to the hesitation and stuttering. does this mean that i can assume it is a fuel delivery issue? Have I overlooked something smaller that might be the cause of this issue? Basically I would like a second opinion on my situation.

(this is my first post sorry if my delivery is a bit unorthodox)

Any help is much appreciated.

If pump 9 times out of 10 the problem gets worse or shows at very low fuel levels, often adding fuel can make it better.

So just an update. I replaced the fuel pump today and saw a big change in the amount of noise my car makes at idle. It used to rattle the whole car but now its nice and quiet. As for the hessitation and stutter there is still a bit of that. But I haven't had a chance to fill the tank up yet. My plan is to put a full tank of mid range octane gas and run it down to see how it performs.

So I filled up my tank with midrange gas 89 and some gasoline cleaner. And I'm still experiancing hesitation and stuttering. Any ideas?

Fuel filter was changed two weeks ago. Upon further inspection of my coil pack it seems there is a small crack running down the side. I'm going to replace this. And see where I'm at

In case anyone was wondering. I swapped out the coil pack and boom. Brand new feel. No hesitation no studder. Runs like a charm thank for everyone's input. Coulndt be happier :D

Just as an aside. I would suggest running a couple of bottles of Techron through the fuel tank (Seafoam does nothing except make nice white smoke) over the next couple of fill ups.

Whatever sludge that was coming out of the old fuel filter may still be in the tank itself and could end up causing issues with the new filter shortly. It'll hurt the pocket book a bit but Techron is the only stuff that I have found that actually works. I wish we had a Chevron around here. Heh.
