Rear wiper motor

My rear wiper motor dosen't work and I was wondering how to get the rear wiper arm off of the motor. I tried the other day to get it off but had no luck. I took off the bolt that holds it on but I couldn't get the arm to slide off, It dosen't look like its rusted on. I shot some penetrating oil on it and it won't move. Anyone have any ideas.

The motor might just need more lube. I'm not saying this is the fix. I'm just suggesting this as an option before replacement.
