I think so, I bought a used kit. Before you buy it, you must study the kit over and know what parts are involved. Many of them can be replaced but others not.

Pros--
Easier install than turbo
Instant boost
220 HP out of box/ 250!!! with svt
Low maintenance
If the charger breakers you can send it to steigmeir
Upgradable to 280+ HP with smaller pulley
Many parts are easily bought online and/or duplicated

Cons--
Relativley low torque
you will probably have to spend several $100 on new parts buying used
Hard to tell what shape the bearings and rotors are in
Need to update oil plate (mocal or aftermarket) $100
Limited to 300HP,
SVT Install is slightly harder

I have not installed mine yet. I replaced and upgraded as many parts as possible as I am going for max performance. Will give full feedback in a month or so of how I like the kit.
