Emissions failing, have questions.

I recently took in my roush turbo'd focus into a jiffy lube to get the emissions done, for the first time ever they did a visual check on it and wouldnt pass me because they can not find the EGR valve. They called the county and had them send a picture of the roush kit to show the EGR location but I removed it from my car and had Tom turn it off in the ECU.

My car has no cat, 48lb injectors, 3inch exhaust and the second O2 sensor is disabled. My questions are:

They will run a OBD2 scan for emissions and most likely a sniff test. With the second O2 sensor and EGR disabled in the ECU, will the test fail because of that or will I have to enable both again to pass? My EGR hole is plastic welded off and the hole in the exhaust is capped off.

Could I screw in something into the exhaust and then lead it into the intake manifold with the stock EGR set up just for looks and turn the EGR on in the ECU?

Since they didnt pass me, could I go to somewhere else that wont to a visual and get it passed via sniff and OBD2 or is it flagged in the counties, database showing that it failed a visual due to the EGR missing?

I moved from an area where I didnt need emissions so now im kind of in a mess racing to get this thing to pass since its become my daily driver again.
Any other opinions are appreciated, I have an XCAL2 prorace package as well but not familiar with anything if I needed to re-enable the O2 and EGR.
I live in Clinton UT, Davis County.

You might get more responses if you posted this in the Forced Induction forum.

I think that once they entered your serial # with a failure it's flagged and you have to take it back to the place that failed it. I'm not sure about that though.

I can make what ever changes you need , I would have them to a test OBDII test to see what comes up
You could always do a dummy EGR so it looks to be on there

so what happens with cars that dont have EGR stock? (ie: the SVT focus)

they don't come with it. but it does have an EGR function because of valve over lap.

Tom, I was considering making a Dummy EGR valve but If I do that and then enable it in the ECU, will the car not run correctly?

Is it easy to turn on the lower O2 and EGR in my prorace software through my Xcal2 and then turn them back off after the passing of the test? I also have no cat, do you think that there is no way ill pass the sniff test without it?

I have heard of people passing a sniff test without a cat...but I have no idea how. Why not get a hi-flow cat welded in? Be nice to the environment and to people's nostrils
