Rip Off Or Average Labor Costs?

I just got off the phone with the owner of a local race shop in my city. I'm going FS turbo stage 2 on my '03 focus in the next six months and want to have the rods changed.

We told me it would cost $1800 but he would resurface the head and what not? Is this guy trying to rip me off or is this the average cost of labor for installing FORGED CONNECTING RODS?

IF the guy is doing all of the labor, give him the money and be happy. That is a good price to basically rebuild an engine.
