you said it yourself..."tuned hondas" which most likely means new cams and chips and other goodies. With a new chip you can push the redline on a focus up a bit, and with cams you certainly can.

Engines are not all the same, some rev higher... did you really want to know why? Typically smaller engines need to rev higher to make more power, which is why motorcycles redline at 12k or so, this is only part of it however.

you won't gain hp from a chip, you can just change certain parameters of the cars engine management, raise the limiter, the red line, and for atx it will help to adjust the shift points to make them quicker. Advance ignition timing...hmmm...I know there is some other stuff, bad part is you typically have to run a high octane with one though.

7200rpm on a SVT... Most of the power comes in the 3500-6500 range. But it's nice to be able to really stretch the gears when racing..

The Vtec hondas need to be able to rev so high to be able to make up for lack of torque, for example I saw a video of a turbo integra(who I was told had a raised redline to 9k) vs an srt-4. The srt killed him off the line but once the integra got up to around 7k or so it was like the srt-4 wasnt even moving.

Redline is determined mostly by the strength of the valve springs. After a certain engine speed, the spring [in any given motor], would not be able to compress/uncompress in time to get the valve out of the way of the piston [in an interference motor]. There are other factors, but this is one of the main ones.
