Every state is different in how they charge for plates and registration.

some states charge by the fair value of the car, weight of vehicle or a flat rate.

In Texas,

No charge for "plates" unless you get vanity plates.
Registration cost 62.50 for cars under 6000lbs and more for ones over that. You do get charged more if you have a vanity plate.

Plates, or 'registration' of a car is $95 a year in Wisconsin for ordinary plates. i do not know what the vanity plate surcharge is.

I just went through the hassle of changing my plate from Texas to Pennsylvania--I have to pick it up September 4th.

It was $107.00 for me; in Texas it's like $62.99 a year.

There's a general tendency for states with no state income tax to get everything through much higher fees etc. They're going to get there money one way or another so if there's no or little income tax they hammer you for registration, sales tax, etc.

The states with little or no income tax tend to have very regressive taxing with there fees...

Colorado is high when the car is new but progressively drop each year but when you reach the bottom it's still around $70 and I pay around $90 each year for my 4Runner (vanity) and the STI cost me over $600 but the Focus first set of tags was surprisingly under $500.
