Diagnostic Tool ?

The other day I was driving around when my 'check engine' light comes on. Instead of paying to get a diagnostic every time my car thinks it's about to die I was wondering if you guys could recommend a good diagnostic tool.

What is the difference between the elchepo and expensive scanners? Also, where is the scanning port on the foci?
