Automobile lighting safety

I'm in the middle of doing some research for school. I've got a good question for our community. In your opinion or best knowledge, who determines automobile lighting safety? Be specific... Thanks...

I'm not sure where you're going with this question. The D.O.T. approves most of the lighting products that come with new cars, and most of the lighting products sold at the parts stores.

Now whether or not those approved parts provide the most safety can be debated. In addition to providing the safest lighting for the driver, the DOT also cares about the safety of other drivers who share the ultra bright lights are out, because they blind on-coming drivers.

The various states also can have specific laws relating to lighting. A State safety inspection can flunk your car if a lens is cracked for instance. So...there are a number of things that affect "safe" lighting. Not the least of which is the driver's own usage of what lights he has....
