Magnetic engine / oil heater ?

I was quoted nearly $180 from a private mechanic to install a freeze-plug type block heater. I notice that there are also "universal" magnetic heaters. I'm assuming that they don't do as good of a job and don't heat as efficiently. I see there are 8 sq. inch and 20 sq. inch sizes available from one parts store.

Does anyone have any experience with these magnetic heaters?
Where exactly do you stick them?
Can you leave them stuck on while driving?
Are they just a waste of money?

Also I see there are the "circulating" heaters that are installed inline in the radiator hose. Has anyone used this with any luck?
