02' Subaru WRX turbo problems???

This is the only place to post this question that I could think of. So any help or a redirect to another forum would be great!

A good buddy of mine is having problems with his 02' Subaru WRX. His car has been off the road for around 4-6 months cause of a boost problem. At around 5000 rpms there would be a "lag" in the boost and the turbo wouldn't spool. Various people have steered him in the wrong direction. Even actual Subaru techs have given him the wrong advice. So far he's spent too much time and money trying to fix what is wrong to no avail. First they said there was a problem with the IM and then just with the TPS sensor. After replacing BOTH still the same problem. He let it sit longer to find out more info and someone told him or he figured himself that there was a exhaust leak through the up pipe or exhaust. So in turn he bought a 3" turbo back exhaust and a perfomance up pipe. Now that everything is back together tonight, the car idles WAY too rough and the turbo doesn't spool at all when the pedal is floored. We've been at this for far too long and would like some educated guess or answers. The thing that I see could be is that there is an exhaust leak before the turbo or that the turbo has seazed (sp???) all together. So again, any help would be great to shead some light on this.

The mods he has are a turbo back 3" exhaust, SRI, performance up pipe and that's it as far as the motor goes. No tune.

Sounds like he had a slight boost leak at higher RPMS that has now turned into a full blown leak. Has he checked all the piping for cracks? Even hairline ones are all it takes.
