Warranty Coverage Question - Ignition

Since I bought my Focus (used w/ 5k miles) the key has periodically gotten stuck in the ignition. I can start and stop the car, just couldnt remove the key. It onyl did it every so often, and after a few starts and stops of the car it would come out. I took the car to a dealer while it was under the 3/36 warranty but they just wrote "Could Not Duplicate" and were done with it. Now that the car has 39k miles I think the key is stuck for good. I have the ESP, but dont want to pay $100 for something that has been wrong from day one.

My question is, since Ford has (on record) this problem long before the warranty expired, can I still get this fixed for free or will it cost me the $100 ESP decutbile?
