Which new car to get?

My nephew just got a scholarship into college, quite a prestigious one at that, so me and my wife are looking at getting him a new car, since my sister can't afford to pay it all herself.

Currently he drives a 2000 SI. He's 17 now, almost 18, and has a blemish-free driving record. Being that even the 160 hp SI is zippy enough to get a new driver into trouble, I think he has handled it pretty maturely. So, new car for him since the SI is nearing almost 150k miles and has started having a few problems.

We're looking at spending around $22-23 thousand tops. Something a bit sporty, but nothing too much. 200 HP or so I guess would be around the tops in that area. He's been driving my wife's 06 LX civic, but he didn't like it much, and I can't blame him at 140 HP, SOHC automatic. Just not a fun car. Another thing is the car cannot be turbo or supercharged, my sister just can't afford the insurance on something like that.

Currently the cars I've personally suggested that I think he would have fun with are..

07 Civic SI

Pros - Quick, fun, sport-ish car to drive. Reliable, good gas mileage, excellent safety

Cons - Bit expensive for a newish driver, higher insurance, he will be able to compete w/ my car

07 pontiac g5

Pros - Sporty looking, good but not overly done whp/wtq (170ish/160ish I think)

Cons - Questionable reliability out of a pontiac (I know nothing about them), insurance might be exceptionally high due to the looks of the car

VW Rabbit

Pros - 170 wtq, nice design, great safety standards, attractive price

Cons - 150 HP, again questionable reliability

Scion TC

-Know nothing about them..

Essentially I'm asking here because you guys know your cars well. The only reason I'm not considering the focus is because he doesn't like the 4 dr sedan, and the zx3 are just lacking in the power department. I suggested giving him my SVT, but my wife wants something new.

Any insights on this? I looked at the new altima coupe as well, and that would look like another excellent selection, but it's not going to be out for a while.. and 270 hp in the hands of a 17 year old might just be a bad idea.

Thanks for any comments

Oo quick replies, thanks.

I voted no on the eclipse and cobalt, just because they aren't reliable cars in the least. That roadster car looks pretty sweet, but I donno how the wife/sister would feel about it.

Mini cooper.. blah. I hate those, he will never drive one that I buy ;)

Thanks for the responses. I'm leaning towards the Si as well.. but then I would have to FI mine, I can't be letting a 17 year old beating me in my own car =(
