Bad tune??

Not really sure if this belongs on this thread but i think it does. I might not be the most mechanically inclined person but i can tell theres something wrong with my car. When it idles the revs go up and down, sometimes only a little, sometimes a bit more till i rev it a bit and it calms down. also if you're letting it idle after a while it almost stalls it self but it realizes and gives a bit more gas. My assumption is that this is from a bad tune by the previous owner because not only do i have this issue but i only get 15 miles to the gallon. Basically I have 2 main questions.
1. Is this most likely the problem or is it something else I'm unaware of?
2. If so would it hurt the car to just reflash it to stock? not sure if that could cause any problems since I don't know about the previous tune.

I would flash it back to stock and see if the problem goes away then you will know if it is tune related or a engine issue

didn't get to a tune but i changed the plugs and used some fuel system cleaner but it didn't fix the main problem. Brought my mileage up a little bit though

Hey tom, sorry its been so long since I've posted back but I think its the IAC valve from the research I've done. I'll post back after once I've cleaned it out. I've heard throttle body cleaner is best to use but do you know what else i could use? either its the IAC or a vacuum line somewhere i think. it does sound like I've got a bad vacuum line somewhere
