That entirely depends on what you want out of your car. Motor or suspension. If motor then get a CAI. The Duratec responds VERY well to breathing mods. If suspension then save a little bit of money and get a good set of lowering springs with dampers to match.

If you're really firm on that limit then I'd say INTAKE. Steeda, SRI. The K&N CAI will go over that. You CAN get Ebach Pros (springs) shipped for that but you really shouldn't do springs without changing dampers. Boom, you're over.
Or for $40 you put a CONE-K&N-type filter on the stock MAF tube (so I'm told) (you have to remove the stock AF housing) and save the rest of the money to put towards SPRINGS and DAMPERS.
