Join the H.E.A.T. program

I just recently decided to become a part of the HEAT program....its a program to help end auto theft here in Texas .....so the program goes a little like this...

The associate a seriel number with your VIN and license plate number. If you are out between 1am and 5am and driving stupidly( drunk, excessive speed, etc).Or if your car is trying to enter Mexico, The law has authority to pull you over and search your car and make sure that you are the person that owns the car.

I thought that it wouldnt hurt to share and I think that its a good program.....maybe other states will join fight against auto theft and maybe it might help those who do get their car back a little easier

Anyways,
From what I understand that have always been able to do that.

They even have the right to run your plates anytime they feel like it.

And they can tow any car that sits on the side of the major highways longer than 30mins.

Aside from the serial number... I fail to see how this is any different than what they do now?

I'm reading this and thinking "So if i DON'T Join the program and don't get a serial number, I can go out between 1a and 5a and drive like an idiot all the way to mexico and they can't do anything about it b/c im not part of the HEAT program"

and I don't really understand how adding a serial number to your VIN is goign to help you get your car back.... your VIN is already attached to your name, address, phone number etc etc etc so why do they need to give it a serial number?

P.S. I'm not trying to be an ass, I just don't understand why they did this program....Atleast with this method...

I think that its to be a deturant....who knows.....plus arent alot of cars stolen during that time period....
