SPI Engine start up disabled

I have just completed a swap SPI for SPI. No engine codes, but engine light is on. EGR, EVAP, O2 sensor, and catylitic all not ready. I was told security system on later models can control allowing start up, I don't believe that to be the case for this year. Car is '03 with '04 engine. So, is there something controlling the engine being able to turn over?

Start disable was simple problem

Resolution to my problem was found in another post about the transmission cable adjustment. The engine simply would not crank due to that selector switch park indication not being correct. After following post on this adjustment all is well with engine change out.

The following is the link I used to resolve shift cable adjustment

That's how to adjust the cable/sensor.
