I know this is an older thread, but with spring around the corner, I figure it's a good time to contribute. I use Micro Mesh on my headlights to make them look brand new every time. It's designed to restore windshields on small aircraft. It's only $20, and I've been using the same kit for years. It's much better than those cheap little pads you get from an automotive brand that fall apart during the first use.

UV Protection

Remember after you restore them to apply a UV protector. When you "restore" headlights, you're actually removing a very thin layer of gunk AND plastic. To prevent more hazing, apply a UV protector to the lens a let it "soak" in. Otherwise you'll have to restore your headlights every six months. Unless you live in a location where there is no sun...
