Yes i can do that for the SVT. You know you will need some goooood tuning to pull that off safely with the stock stuff

A cheap way to get very close to your compression goal is to put a ZX3 head gasket on it they are thinner wont make it to 11 but maybe 10.7or8 would have to do the math
