Is it normal for our svtf's to have a vibration in the clutch pedal when driving down the highway? When I'm driving I can just kinda rest my foot on the clutch pedal and feel a vibration.

first of all, you shouldn't be resting your foot on the clutch pedal. second, there will be some vibration coming thru the pedal because of the design of the clutch release. our throw out bearing is always in contact with the pressure plate spring fingers, so you will get a little bit of vibration going thru there, thru the clutch fork, and back through the hydraulic line to the pedal.

I'm not literally resting my foot on the clutch, it's just kinda there touching it getting ready for the next shift....but I did put my foot there touching the pedal driving down the highway to see if the vibration was still there on the highway and it was.

That's always been the case in my car, I think it is normal. My old clutch used to do it, and now my new clutch does and its working great.
