There isn't much of a benefit to using performance dampers on your stock springs. I do have those dampers, and they're nice for my FFRP lowering springs. Way cheaper than other after-market lowering solution shocks for the 06-07.

Yes, but I highly recommend you spend a couple more dollars and get SVT springs, it really makes a noticeable difference. The ford racing blue springs if you want a drop 1.5"

http://focus.c-f-m.com/fordracingperformancespringkitfor06-07focus1.aspx Bam.
Those springs drop you about as much as Eibach Pro-Kit springs, but they're a little stiffer and feel a lot better. I've had both (on the same dampers), and the FRPP springs blow the Eibachs out of the water.
Side note: I sent you a link to CFM's site. When I ordered mine, though, I just contacted my local FRPP shop and they ordered them for me and I paid the same price minus shipping. Assuming there's a shop near you, you could get a deal (or maybe not) and help out a local business. No problem with CFM; they're a site sponsor.

There's a lot of information stickied in this section of the forum about lowering your car. Stock wheels are going to be perfectly fine, especially with a mild drop like that. No need to roll fenders, if that's what you're asking about. Alignment should also be fine, but it wouldn't hurt to have it checked out after installing the new suspension. My '07 didn't need any adjustments.
As far as "what you have to do," all you need are the new shocks and springs. All of the small hardware pieces such as strut mounts and whatnot come with the new parts.
