Okay so I've decided I want to buy myself a new camera and I'm looking for a fairly decent one. I'm curious as to what you guys recommend as far as a good quality camera for a decent price because I'm a teenager making minimum wage lol, I'm hoping to keep my price range around 3-400 dollars.

I use a Canon Powershot S5is that was about that price around a year and a half ago. It's a big "brick" but it's a nice compromise between an SLR and a point and shoot because it has a large optical zoom compared to tiny cameras. Shoots at 8 megapixel.
I just started using custom firmware for it called CHDK which unlocks extra features as well.

save a little more and get yourself a nikon d40 or d60

Best picture quality is with an SLR. In that price range that might be difficult, you could try to find a used but well-cared-for Canon EOS or Nikon SLR on eBay. The Digital Rebel is going for pretty cheap on eBay these days. I have the dReb and a 30D myself, I took thousands of pictures with the Rebel; with some decent lenses it can produce fine pictures. The kit lens sucks, as do most.
Otherwise, I've had good results from various Canon and Panasonic point and shoot cameras. If you go point and shoot, I second the vote for a Canon PowerShot S-series (S1, S3, S5, etc). Good picture quality, good zoom range, decent movie mode with stereo sound and you can use the zoom in the movie mode (which is uncommon).

Like hatches said. Save up and buy a Nikon D60 body off ebay. Just the body, no lens. And then but the 55-200mm lens off ebay as well. It will be worth the extra penny.
