Is your IMRC broken or the DSI clip broken? I'd check those two parts.
Use your scanner and get the codes. Search those #s either on here or google.
Edited your title for search purposes.

With the engine on the intake is in the long runner mode. At 5500 rpm it switches to short runner - that is when the IMRC actuator slackens the cable holding the intake in the long runner mode. So basically, you are stuck on short runners. Just a hint - DO NOT buy an O2 sensor yet. When you change/fix your IMRC, the code for the "slow O2 sensor" will go away. That's what happened in my case.

i know but i dont have the car on when i scan it. i have just the battery on. meaning the engine is off so the intake manifold would be in short runner position already.
the runner closes to go into long runner mode when you turn the car on (the actual engine and everything)

no, that code is stored from when the engine had a problem with it.
It is not reporting on current events.
