If there is moisture inside, they are leaking. You can pull the bulb holder and blow air into the headlite capsule which will dry them out, BUT they will fill up with water again unless they are replaced. You can try a bead of silicone sealer around the perimeter of the capsule (remove assy from car) but that does not always cure the moisture problem.Welcome to the club.

Has this happend out of the blue, or have you changed your light bulbs lately?
Maybe the bulb is not well seated in he socket?
As Q above has mentionned, you might have a cracked/dried up seal so the best way to repair this is to remove the light assy for the car and apply silicone.
