Yup, CA's smog regulations are one of the strictest in the States.
You think smog regulation is a bitch? Try defending yourself with a gun OH no wait you cant its not legall to use guns in CA, only criminals need guns. So if something happens please call the cops so 20 minutes later the can show up and draw a chalk line around your cropse.

Hehe, yeah CA is off in its own world. You CAN run a turbo with a cat, of course, but you might go broke tuning it to pass emissions. Or maybe not. I don't know exactly what CA law says - will they nail you for any mods to the emissions systems, even if you can pass the emissions test? That would suck.
Or you could make friends with a good lawyer and file for a CARB exemption. [nutkick]

orrrrrrrrrrr.....you could just find a smogger that is willing to trick the system for you

find a turbo that will at least pass emissions (shouldn't be a problem with the proper tuning)....then find a smog station that doesn't know jack and hope you pass the visual inspection.
