US laws are probably a big part of why there isn't a US stage of the WRC. If you haven't noticed, the WRC cars are road legal in the European Union, you can see that they all have license plates and actually drive on public roads from stage to stage. It's actually a part of the competition, and you are penalized twice as much for being early to a stage as you are for being late, you can get busted at a random checkpoint along the way between stages, which means that drivers have to go the speed limit without going over or under, instead of racing to the next stage and waiting 100 feet from time control.
