With the svt stock belt, you can lock the shoulder belt and lap belt.
Just give it a quick tug right above your shoulder, then rotate your seat forward.
Helps if you rotated it backwards to start.
Tried that. Doesn't work on mine. Only makes it looser.
As soon as I rolled the car forward, the seatbelt would loosen right back up.
What I was
doing, that worked semi-effectively, (though not very safe),
is to buckle the belt, then while holding both lap and shoulder portions tight at the buckle,
un-buckle it, give it a full twist, and buckle it back up again.
If you hit something with the belt twisted like that though...ouch.
