In its currently reported state, the 2.3 is more powerful than the Hyundai 2.0t used in the Genesis and will likely be more efficient as well. I still hold that Ford will not change the output of the 2.3 when it goes into the Mustang.
Another thing you need to consider is that this engine will be a global engine. Pumping more power into it will increase its CO2 emissions and increase the amount of tax you would need to pay in order to own it. The Focus ST has an emission rating of 169g/km so I would assume the 2.3 will be slightly more in its current iteration.
Bumping up the power would likely scare away younger buyers in other countries who are fiercely taxed for performance vehicles. That's not what the Mustang is about.
