PCV or Not???

Hi all...
My daughters 2000 "Hocus Pocus"(by Focus...I'm sure some of you "old" guys know what I'm talking about!)with the "Z-Tec" engine has a stumbling/MPG issue(low-mid 20's). She just bought it for nothing as it's got 240K on it. It actually is in good condition for it's age and mileage.

I started with the basics. Fuel/Air/Spark. I replaced the plugs which were old, and then tore into the "air" side of the equation.

I saw what I think is the PCV valve on the front of the engine block next to the exhaust manifold. The hose/metal tube runs under the cooling "block" to the back of the intake. I then read that the PCV is in the valve cover and has a hose to the air box(where I found the sponge-like filter disintegrated).

So....what did I fight with to remove? It sure LOOKS like/rattles like a PCV valve. I removed it, I noticed the small 90 bent hose was split. Is this available seperately? It was pretty well cooked on and a REAL PITA to get off.
