Thinking better to stay just under one volt, I hear one volt can be the cutoff limit, past that PCM assumes car is in off-idle mode and will be starting to change up A/F ratios from the pure idle one.

That means normally you don't adjust it, it goes in where the screws tighten it down at, the voltage will be correct if right part used. Of course that means if you don't have the correct TPS (ATX vs. MTX) you will have a problem, they do not go in in the same position and voltage will be wrong if using the wrong part.
