Yes, all the hid ballas/harness/resistor connection diagrams are pretty much the same and will work for the 2013 focus.
Not sure why cycling your lights would clear the dipped bulb error though.
You should get resistors anyways.
So in my setup I have 35watt ballasts, warning chancellors (capacitors), and bulbs. I still don't understand the cycling though anyone else have any input on this.
I think I'm going to try some resistors today and relay harness
