I'm curious, what can be done to improve the paint on a brand new car, especially in terms of orange peel?

I've read elsewhere here that it's due to the move to water-based paint to comply with EPA regulations. It doesn't matter if someone is driving an econobox or an expensive car, either - many forums have this complaint.
