Totally incorrect.

Many police officers roll around with devices in their cars that they can put on your side windows and it will give a digital readout of the darkness of your tint. I was passenger in a tinted escort that got pulled over and the officer put one of those on his side windows and wrote him an additional ticket on the spot for being 10% too dark.
