After looking through the wiring diagram, I have a few running theories. If you do not have Door Modules but do have front and rear power windows, then you always have power to the turn signals and heated mirrors. This may be the configuration Soaring Cowman is in. If you do have door modules, then the lack of functionality is either fixed by a programming of the BCM, or a replacement of the door modules as I noticed on the parts website with ones that mention puddle lamps. I don't know how many parameters are available at the BCM, but the shop manual only says one should change a handful, for which the parameters we are looking for are not included.
The door modules seem necessary if you have either full auto up/down across all doors or IA. The door modules do not seem programmable; so we may have to replace both the mirrors and door modules to get full functionality. We definitely need to know if this is a BCM function or not.
The car does seem to use one harness for most things; the pins are re-used for different things depending on the configuration.
