I've noticed that it seems to happen when there are bug spots or other stuff on the windshield or if the ambient light is at a certain angle. It makes a bit of sense because I don't think the wipers detect moisture but reduced return of IR light from the windshield. Here's a link to a TRW unit's "how it works".
