I just went back and re-read that, and I'm not exactly sure what he meant.
You are correct. You move the shift linkage UP on the shifter, not down. Basically you want it as high as you can get it without hitting the edge of the hole in the center console while shifting.
When I did mine I ended up using 2 small metal hose clamps to ensure that the linkage stays put: one above the collar and one below.
